Our Company


Seeler Engineering, P.C. is a professional engineering consulting firm founded in 1993 that provides comprehensive engineering and management solutions to the infrastructure needs of public agencies. We specialize in the evaluation and development of Project Labor Agreements (PLAs).


Based in Rochester, New York Seeler Engineering, P.C. serves clients nationwide taking projects from initial problem definition to design and then through the implementation phase.



Our Services

Project Labor Agreements (PLAs) are a recognized as a tool used to facilitate the cost effective and timely completion of major construction projects. PLAs serve these objectives by providing cost savings, uniform working conditions, a stable labor environments and comprehensive protection against work disruptions arising from labor disputes.  We have been providing Feasibility Studies, Agreement Negotiation and PLA implementation services since 1998, just two years after the Appellate Court of New York ruled that PLAs could be applied to public works projects.  Over the twenty-six years we have provided our services for over 150 multi-year, multi-million-dollar capital projects valued in excess of $13 Billion.


Seeler Engineering, P.C. has extensive experience working with New York State Agencies including:


  • New York State Office of Parks, Recreation and Historic Preservation,
  • New York State Department of Transportation,
  • New York State Offices of General Services,
  • New York State Thruway Authority,
  • State University of New York/State University Construction Fund,
  • New York State Olympic Regional Development Authority, and
  • New York State Energy Research and Development Authority.

Additionally, Seeler has represented over 35 municipal governments, school districts, and local authorities in the development of local agreements.  We have been privileged to work directly with our clients as well as through national designers and builders such as Gilbane Building Company, Parsons Brinckerhoff/WSP, Turner Construction, and M+W Group. Projects have been implemented using traditional Design-Bid-Build project delivery, with and without Wicks exemptions, as well as the Design/Build approach.

Seeler has worked with all fifteen of the State's local construction trade union councils to implement PLAs.  Beyond the standard terms and conditions, many of the agreements contained specific workforce and training objectives and Minority or Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran Owned Business Enterprise. or Disadvantaged Business Enterprise (DBE) requirements and, in some instances, incentive based local hiring requirements, often important objectives in project implementation.  Our broad-based experience working with differing regional labor attitudes and priorities over twenty -six years on an array of projects of varying scope and size is what can be drawn on to make effective workable programs that will positively contribute to achieving project success.
